Vermont Health Access Plan (VHAP) Qualifications
You can qualify for VHAP if you:
(a) Are a Vermont resident who is 18 years or older;
(b) Meet the income guidelines for VHAP;
(c) Have been living without health insurance for 12 months or more, unless health coverage was lost due to any of the following:
- You have access to insurance that covers hospital care or doctor visits (but not both);
- You had another Green Mountain Care plan such as Catamount*, Dr. Dynasaur or Medicaid but circumstances such as household income or size changed making you eligible for VHAP instead;

Within the last 12 months, you had insurance but lost it because:
(1) Your job ended for any reason (quit, fired, laid off, or retired) or your hours were reduced;(2) You got divorced, or your civil union dissolved;(3) You had insurance through someone who passed away;(4) Your COBRA ended, is about to end, or you choose to end it or state continuation coverage ("VIPER");(5) You are no longer a dependent on your parents' or caretaker's health insurance; or(6) You were getting insurance through college and can no longer do so because you graduated, took a leave of absence, reduced credits, or stopped going to college.(7) You lost insurance due to domestic violence or abuse.(8) You lost private health insurance and household income after deductions is:

If you lost insurance due to a business closure you may be eligible for coverage without a waiting period.

* If you initially qualified for Catamount Health because you were previously enrolled in a high-deductible insurance plan, you must be in Catamount Health for 12 months before potentially qualifying for VHAP.
